Taxation and Flocking

Tax is a useful source of steady income, without the risks of war. In order to tax well, however, you need peasants, the more the better. Flocking is, like tax, a good way to steadily increase your peasant count without risk. Every tax season you will gain some money in taxes and some peasants will flock to your province. However, you can adjust the quantities of both.
In order to set your tax rate go to the "Province" menu and then the "Manage" screen. The higher your tax rate, the more money you get, but the less peasants you flock. Similarly, the lower your tax rate, the more peasants you flock and the less money you get.
You can increase the rate you tax, or gain peasants, by:
- Getting charisma (increases peasant morale, flocking speed and maximum tax rate).
- Getting the relevant Tree of Knowledge techs (See: Niels' Big Bad Guide to ToK).
- Assigning Well of Knowledge stones to taxation (available to all classes) or flocking (merchants only).
- Increasing the number of peasants you have (through war, flocking or the slave market).
- Getting the Merchant Charm divine power (Merchants only)
It can be prudent to flock early on, if you are planning on using tax as your main source of income, and building up peasants early. However, be very careful to not flock too much... having too many peasants makes you a very plump target for all those out there that have chosen the belligerant path.
