Map Maker

Send a general to the mapmaker to request access to his mapmaking (Genesis gains access to the mapmaker on Legend 1, not sure about the other religions).
He will tell you to get a globe at the Merchant of Dreams. You find the Merchant of Dreams by talking to the woman in shadows in Downtown Noviaas.
Pay for the globe (5 000 gp) and go back to the mapmaker.
The mapmaker is now functional, and will charge a fee to either protect your map or map an enemy.
